Dr. Patrick Malloy is the Director of the MS Investigations program, and has been involved in financial fraud investigations ranging from the small office worker embezzlement to multi million dollar frauds.  His passion is connecting the program (and students) with the professional organizations for networking, internships, careers, and mentoring.

Dan Lyons

Special Agent for the FBI for over 20 years. Supervised the Complex Financial Crime Program in the New Haven Division. Spent six years as Associate Division Counsel in New York , responsible for legal instruction to over 1100 agents. Later part of his career was focused primarily on white collar crime, to include hedge funds, insider trading and cyber-based financial crimes, and have conducted organized crime cases.

Richard Colangelo

State’s Attorney for the Judicial District of Stamford-Norwalk.
Attorney Colangelo joined the Division of Criminal Justice in March 1993 and was promoted to his current position as Senior Assistant State’s Attorney at Part A at Stamford Superior Court in July 2003.

The State’s Attorney is the chief law enforcement officer in the Judicial District of Stamford-Norwalk, which includes the cities of Stamford and Norwalk and the towns of Darien, Greenwich, New Canaan, Weston, Westport and Wilton. The State’s Attorney oversees the prosecutors and other Division of Criminal Justice staff assigned to the Superior Courts at Stamford and Norwalk, CT.

Det. Mark Solomon

Detective inn Greenwich, CT Police Department: 23-year veteran who has been assigned to the Connecticut Financial Crimes Task Force (CFCTF).

Solomon is president of the Connecticut Chapter of the International Association of Financial Crimes Investigators (IAFCI) and continues to help promote the sharing of information within law enforcement and between law enforcement and the financial industry. Solomon also is certified as an instructor by the State of Connecticut Police Officer Standards and Training Council (P.O.S.T.) and provides instruction in financial crimes investigations to not only to Police Officers and Police Recruits in the State of Connecticut but nationally as well. He regularly conducts seminars and webinars to educate both the public and private industry in the prevention and investigation of financial crimes.

Paul Zikmund

Paul E. Zikmund serves as Director Global Ethics and Compliance for Bunge in White Plains, NY. He is responsible for managing and conducting investigations of compliance matters, fraud and misconduct, implementing fraud detective techniques, administering the company’s fraud and compliance risk assessment process, and managing anti-fraud/compliance programs and controls designed to reduce the risk of fraud and misconduct.

Prior to joining Bunge, Zikmund worked as the Senior Director Forensic Audit at Tyco International in Princeton, NJ, and the Director Litigation Support Services at Amper, Politziner, & Mattia, LLP, in Philadelphia, PA, where he was responsible for developing, implementing and administering fraud risk management services for Tyco and for clients.

He possesses nearly 20 years of experience in this field and has effectively managed global fraud and forensic teams at various Fortune 500 companies.

Zikmund, who is a Certified Fraud Examiner, Certified Fraud Deterrence Specialist, and Certified Forensic Financial Analyst, has designed and implemented programs to detect and investigate instances of fraud. Zikmund also conducts fraud risk assessments and fraud awareness training to help clients detect and deter fraud within their organizations. His public and private sector experience includes the investigation of complex financial frauds, conducting forensic audit engagements, and providing litigation support for a variety of industries.

Lt. Kelly Walsh

Lieutenant Kelly Walsh was hired by the Avon Police Department in March 2003. She was assigned to Patrol and served as the Community Relations Officer from 2006 to 2007. In 2007, she was promoted to Sergeant, working first in Patrol and then as Detective Division Supervisor. Lieutenant Walsh was promoted to her current rank of Lieutenant in March 2010. She oversees the Avon Police Department Operations Division.

Lieutenant Walsh holds an undergraduate degree from University of New Haven in Criminal Justice, with a concentration in Investigative Services and Victimology, a certificate in Forensic Computer Investigation, and a Master’s of Science in Criminal Justice, with a concentration in Law Enforcement Management, from the University of New Haven. In 2005, Lieutenant Walsh was assigned to the F.B.I. Computer Crimes Task Force in New Haven, Connecticut. In 2009, she received Certified Forensic Computer Examiner certification from the International Association of Computer Investigative Specialists. Lieutenant Walsh applies these highly specialized skills to oversee the Digital Forensic Unit within the Avon Police Department. Lieutenant Walsh is a graduate of the F.B.I. National Academy, 267th Session.

Lieutenant Walsh is a State of Connecticut, Department of Emergency Services and Public Protection, Police Officer Standards and Training Council Certified instructor, teaching at annual In-Services, Recruit Academies, and also conducts in-house Department training. Lieutenant Walsh is an instructor for the on-line Master’s Program at the University of New Haven.

Lieutenant Walsh coordinates and supervises an annual, week-long F.B.I. National Academy Associates Connecticut Chapter Youth Leadership Course for teenagers each summer in Connecticut. She is credited for her expansion of the Program, in both curriculum and duration.

Lieutenant Walsh is a Board member of the Special Olympics Law Enforcement Council in Connecticut. In support of the Special Olympics, Lieutenant Walsh oversees and participates in Department fundraisers and events year round. In March 2013, Lieutenant Walsh was awarded the “Unsung Hero Award” for her tireless efforts for and dedication to Special Olympics.

Declan Hill

Declan Hill is a journalist, academic and consultant. He is one of the world’s foremost experts on match fixing and corruption in international sports. In 2008, Hill, as a Chevening Scholar, obtained his doctorate in Sociology at the University of Oxford.
His book ‘The Fix: Organized Crime and Soccer’ has appeared in twenty-one languages. Hill was the first person to show the new danger to international sport posed by the globalization of the gambling market and match-fixing at the highest levels of professional football (soccer) including the Champions League and FIFA World Cup tournaments. Part of the book details his involvement with an Asian match-fixing gang as they travelled around the world to fix major football matches.

In 2013, his second book ‘The Insider’s Guide to Match-Fixing’ was published and immediately translated into Japanese. It is a popular version of his Oxford doctoral thesis and was dubbed by its English-language publisher as ‘Freakonomics meets Sports Corruption’.

Hill worked for the Canadian Broadcasting Corporation (CBC) first as an investigative journalist at the flagship program the fifth estate then as an anchor for Newsworld International.

His programs and articles have also appeared in the New York Times, the Toronto Star, the BBC, The Guardian and the Sunday Telegraph (London), as well as other media outlets. For his work on match-fixing, Hill has been interviewed by over-700 major news outlets – including CNN, Le Monde, Der Spiegel, Sydney Morning Herald, Al Jazeera, The Times, Il Manifesto, Corriere della Sera (Milan): El País(Madrid), Politiken (Copenhagen).

Before publishing The Fix, Hill completed documentaries on the widespread murders of Filipino journalists, the killing of the head of the Canadian mafia, blood feuds in Kosovo, ethnic cleansing in Iraq, pagan religions in Bolivia and honour killings in Turkey.

In his spare time, Hill is a keen amateur boxer and martial arts enthusiast. He leads groups of recreational and competitive fighters to train in Havana, Cuba. On March 31, 2012, Hill won a charity boxing match that was part of the historic Trudeau-Brazeau night – as part of Fight for the Cure in support the Ottawa Regional Cancer Foundation.

Wayne Sandford

Wayne Sandford joined the University of New Haven as full-time faculty in 2010 after teaching as an Adjunct professor since 1984. He holds a Master’s degree in Religious Studies and a BS in Fire Engineering. Mr. Sandford has robust experience in Emergency Management including serving as the Deputy Commissioner of State of Connecticut Department of Emergency Management and Homeland Security, as Fire Chief of East Haven, Ct, and as the State Fire Administrator for Connecticut and the Director of Fire Training. Finally, Mr. Sandford was appointed to the Sandy Hook Commission by Governor Malloy.

Today Mr. Sandford manages the Emergency Management program at the University and teaches in the Fire Science program both undergraduate and graduate levels as well as the Emergency Management program. He teaches courses in Fire Hydraulics, Fire Management Ethics, Emergency Management Planning and Emergency Management Recovery, Business Continuity Crisis Management.

Peter Struble, M.P.A.

Peter Struble was a member of the Wallingford Fire Department in CT for 35 years. He spent the last 13 years as the department’s fire chief. Upon retiring from the fire department he joined the faculty at the University of New Haven Fire Science Department. While teaching at the University of New Haven he has developed a course in Strategic Planning for the Fire Service at the graduate level and introduced the first emergency medical services courses.  His current work responsibilities for the University of New Haven are coordination and management of an undergraduate college level paramedicine program. He has an expertise in Emergency Medical Services at the Paramedic transport level and organizational leadership. He is experienced in a both unionized and volunteer labor environments with the ability to create collaborative relationships.

Chief Struble holds a Bachelor of Science degree from the State University of New York in Fire Service Management, a Master’s Degree from the University of New Haven in Public Administration and is a recognized national speaker in fire and emergency medical services. His credentials include designation as a Chief Fire Officer and Chief Medical Officer from the Center for Public Safety Excellence.

Dr. Rachel Dowty Beech

Dr. Rachel Dowty Beech designed low-impact crude oil bioremediation methods for her master’s thesis, taught biology, chemistry, zoology, environmental science, sociology, and service-learning courses before earning her Ph.D. at Rensselaer Polytechnic Institute. After receiving her Ph.D., she served a post-doc with the National Science Foundation designing ways to study organizational culture in disaster response. She was the director of the Disaster Science and Management Program at Louisiana State University for six years, where she designed and taught many face-to-face and online courses in emergency and disaster management.

Katherine McCormack, RN MPH MEP

Katherine McCormack was the Director of Public Health Nursing, City of Waterbury; the Director of Health for the City of Hartford for eight years, and the Director of Emergency Management for the City of Hartford for eight years.

Ms. McCormack is an accomplished healthcare executive.  Her leadership strengths include the development of multiorganization coalitions, crisis management to include bioterrorism threats and operations management, department and fiscal restructuring and oversight.  Her funding applications on behalf of the City of Hartford secured awards that included the Metropolitan Medical Response System (MMRS) and the Medical Reserve Corps (MRC).  Ms. McCormack is currently the volunteer Director of the Capitol Region Medical Reserve Corps and the CT MRC Liaison for the Department of Public Health’s statewide Medical Reserve Corps program.  Ms. McCormack has been consulting with Tetra Tech as an exercise controller/evaluator for six years and is an adjunct faculty member at the University of New Haven, Emergency Management Masters Program.

Ms. McCormack serves on multiple boards and committees and is active in the CT Emergency Management Association (CEMA) and the International Emergency Management Association (IAEM) serving as secretary/treasurer of Region I.

Jamie Caplan

Jamie Caplan, President of Jamie Caplan Consulting LLC (JCC), which provides comprehensive emergency management planning services for all phases of disaster management, including mitigation, preparedness, response and recovery. Ms. Caplan has been working in the field of emergency management for over 20 years. Mitigation planning is at the forefront of Ms. Caplan’s expertise and focus. She has vast experience developing mitigation plans for unique jurisdictions such as the Territory of American Samoa and multiple Native American Tribes.  Ms. Caplan was the Prime Contractor for Connecticut’s South Central Regional Council of Governments (SCRCOG) Multi-Jurisdiction Hazard Mitigation Plan for ten jurisdictions in South Central Connecticut.  Ms. Caplan completed a multi-hazard risk assessment for the University of Massachusetts Amherst and assisted the Pioneer Valley Regional Planning Commission with the university’s mitigation plan.  Finally, Ms. Caplan worked with FEMA Headquarters to develop mitigation-planning guidance documents and a mitigation-planning course.

Diane Ifkovic

Diane Ifkovic has been employed at the Connecticut Department of Energy and Environmental Protection (CTDEEP) since October 1999 within the Land and Water Resources Division, Flood Management Program.  As the State National Flood Insurance Program (NFIP) Coordinator, Ms. Ifkovic serves as the liaison between the Federal Emergency Management Agency (FEMA) and municipalities to reduce flood losses and mitigate natural hazards.  She conducts community outreach meetings to promote wise floodplain management and ensure compliance with the minimum federal NFIP standards.  Other duties include performing local ordinance and regulation reviews for compliance with minimum federal requirements, conducting training workshops for municipal officials, publishing an electronic newsletter, assisting municipalities and regional planning agencies in preparing hazard mitigation plans, and assisting community officials and residents following a disaster declaration.  Ms. Ifkovic also participates in the state’s Long Term Recovery Task Force and on the Connecticut Interagency Hazard Mitigation Committee.  She has also served on the state’s Drought Task Force.   She is a member of the board of directors for the Connecticut Association of Flood Managers (CAFM).  She is also an adjunct professor at the University of New Haven, teaching an online floodplain management class for their masters in emergency management program.

Richard Fontana, Jr., M.S

Richard Fontana is currently Director at the City of New Haven, Office of Emergency Management & Homeland Security where he has been for the past 10 years. He retired from the West Haven Fire Department after spending over 30 years as a Paramedic and Career Firefighter with 2 departments including a Lead Firefighter & Shift Commander for the Sikorsky Aircraft Fire Department. His time now is spent preparing for, and responding to major emergency incidents in New Haven, and also serves as an Operations Section Chief for the Connecticut Department of Emergency Management & Homeland Security Region 1,2&5 Incident Management Team.

Mr. Fontana earned his Fire Science Administration Degree from the University of New Haven and went on to earn a Masters Degree in National Security and Public Safety also from the University of New Haven. Mr. Fontana is appointed to serve on the FEMA Region 1 Regional Advisory Committee with the states of CT, MA, RI, ME, NH, and VT.

Mr. Fontana currently serves as the ESF-5 Chair of the Region 2 Steering Committee under the Connecticut Department of Emergency Management & Homeland Security Agency. He further serves as the Region 2 ESF -20 Port Security Chair.

Additionally, Mr. Fontana is a Governor appointed Fire Commissioner for the CT Commission on Fire Prevention and Control. Fontana was nominated and selected in 2013 to represent the Connecticut Conference of Municipalities and is serving his second 3-year term.
